Q: Are these TSO'd?
A: No, per Revere, these rafts do not have FAA TSO-C70a certification. For most pilots flying under FAR Part 91 in aircraft under 12,500 lbs, TSO certification is probably not legally required - these rafts are purpose-built for general aviation overwater operations and meet that market's needs well. But, you should review 14 CFR § 91.509 for the specific thresholds that apply to your aircraft and route. Also check with your insurance as they may have different or additional requirements. Operators flying commercially under FAR Part 121 or Part 135 (as well as for large and turbine-powered multiengine aircraft flown under Part 91 that operate during extended overwater flights) are typically required to carry TSO-C70a certified rafts and should look at products specifically certified to that standard.
Q: Is this raft appropriate for arctic conditions (water temperatures in the 30's F)? Is the floor insulated or double walled?
A: This raft has an operating temperature range of +33°F to +130°F (+1°C to +54°C), so it is not recommended for arctic conditions with water temperatures in the 30''s F as you specified. The floor is made of double urethane coated nylon fabric but is single-walled, not insulated or double-walled for cold water protection.
