Cons: It only charges the unit when plugged into the wall.

This is the correct charger for the VX-110 transceiver. Here are the specifications:
Input: AC 120V 60 Hz 6.0W
Output: DC 12V 200 mA

Yes, the operating manual for the VX-170 says that the NC-88B will work just fine.
